The Scoop
o Special Narcotics Prosecutor Steve Gibbon was assigned to District Attorney Paul Burgetts office in Coquille,Oregon.
o Mr. Gibbon was a Deputy District Attorney that SCINT hired as a Special Narcotics Prosecutor and assigned an office at SCINT headquarters in Coos Bay, Oregon.
o According to the Oregon State Bar, Mr. Gibbon was just out of law school. See: testimony A page 162 line 16 to 163 line 17
o Deputy District Attorney Steve C. Gibbon is no longer practicing law in the State of Oregon.
o According to the Utah State Bar, Mr. Gibbon graduated at the University of Utah in 2000, and was admitted to the Utah State Bar September 29, 2003.
o The SCINT press release in the World Newspaper is dated August 15, 2001. Steve Gibbon prosecuted the last case in the sting operation on February 13, 2002.
o Coos County District Attorney Paul Burgett resigned his post December 31, 2007 one year before the end of his term. According to the Robert Brasch Letter the DAs office had a conflict concerning Ms. Maver.
o Oregon Attorney General Hardy Myers announces he will retire at the end of his term.
o Lieutenant Fry the Oregon State Police officer at SCINT headquarters, that I first tried to file a complaint with, retired soon afterward.
o Andrew Sirocchi the reporter for the World Newspaper, who stated the article was a press release directly from SCINT, quit and moved to Washington.
o The World newspaper is no longer a Pulitzer newspaper. Kathy Erickson the editor who refused to print a retraction has since left the World newspaper. See: Pulitzer Letter
o Rick Dancer of KEZI national news who did a TV interview of the school bus driver and is now running for secretary of state.
o R. Paul Frasier who was also a Special Narcotics Prosecutor during the sting operation is now Coos County District Attorney.
o The North Bend Bus Company is no longer in business and another company now occupies the building. Rumor has it, the parents of the children who rode on Ms. Mavers school bus have received hefty settlements.
o The court clerks office in Coquille and North Bend have since been remodeled and SCINT headquarters has relocated.

Case would help establish a precedent that protects or expands the civil rights or civil liberties of a large segment of the population.

We have requested assistance from the ACLU and are being considered.
o The Department of Motor Vehicles was not notified of Ms. Mavers mental illness as required . While acting as an agent for SCINT Ms. Maver made statements to friends and family that she would soon be diagnosed Bi-Polar.
o Re: RO Proceeding, Why does this Coos County court document show case dismissed ?
o Re: withdrawl 3, Jeremiah J. Scannell states he has confidential information that Can be used to impeach the credibility of the Confidential Informant and he gives the case number.
o Re: Robert Brasch letter and Restraining Order , Mr. Brasch represented Mr. Villers in his divorce and in the restraining order . He states , Carla Johnson testified in both trials . Mr. Villers has confirmed that the trial did take place . Why then does the Restraining order signed by Judge walderg state R.O. dismissed .
o The Brash letter, was addressed to District Attorney Paul Burgett, and Mr. Brasch states, I recognize that the DA's office will have a conflict in this matter. Paul Burgett for whatever reason decided not to prosecute Ms. Maver, and as a result, Ms. Maver continued to bounce in and out of the Coos County courthouse twenty-one times in ten years.
o The written transcripts to the, Motion for new Attorney, are incorrect . See reference material: Audio Record notice the difference in the time reading. My father, my son and I were all present on Feb. 11 2002 and we were shocked by something our Attorney said .
o I purchased the tape recorded transcripts by Fran Hooten . This tape was correct and had no static, we heard Mr. Coggins repeat his statement over and over again . We believe Judge Judge Barron should have removed Mr. Coggins from the case, for defending the credibility of the confidential informant. See: Brad Swank letter and Cowan Letter
o A local attorney Robert E. Brasch wrote a letter to District Attorney Paul Burgett asking that Barbara Maver be prosecuted for her crimes of, two counts of perjury, plus false swearing, plus filing false police reports, and disorderly conduct, Mr. Brasch states: People have to learn they cannot abuse the judicial system with perjury, false swearing and disorderly conduct in an attempt to injure another party for no other reason than malice.
o Rumors spread quickly in Coos County that Ms. Mavers home was raided by SCINT and that she agreed to become an informant rather than face jail time and lose custody of her son. Attorney William D. Dials states that he has information, that Ms. Maver continued to use drugs while employed as a Coos County school bus driver and while acting as an agent for SCINT .
o Sergeant Smartt the officer who worked closely with Ms. Maver during the eighteen month sting operation, testified that they were unaware Ms. Maver was Bi-Polar. Although he did admit they issued her money for a motel room, because she was upset about dealing with drug users all hours of the day and night.
o However, of the twenty-four people arrested, not one was charged with a crime at her home. Ms.Maver testified that drug deals did take place at her home and that she was carefull to make sure her children were distracted. >SEE: press release, scint forms and exhibit A.SCINT announced at the press conference that they were able to do this on their limited budget with a Grant from the North Bend/Coos Curry Housing Authority .
o In a federal trial, it was made a matter of record, that Ms. Maver received a total of $19,842.00 for her part in the 18 month investigation. Ms. Maver testified in this same trial that she did not pay any taxes for the money she received . >SEE: testimony B My son was arrested on marijuana charges in a drug sting operation, code named operation hound dog.
o According to the headline in the World Newspaper article by Andrew Sirocchi this was a meth sting. Yet many of the people arrested were first time offenders facing marijuana charges. When my father and I talked with Mr. Sirocchi he stated he did not write the article and that it was a press release directly from SCINT. If that is true it is interesting that SCINT misspelled Barbara Mavers name i.e. Barbara Mever after working so closely with her during their eighteen month investigation .
o Rick Dancer of KEZI television interviewed Barbara Maver and received an award from the Oregon Broadcasters Association. Mr. Dancer agreed to make a copy of the interview and I mailed the check to him. The check was later mailed back and no explaination was given as to why the copy was not provided.
o My experience with the press was the reason behind my certified letter to the Pulitzer Board. Copies were also mailed to the governors office and various press agencies. The Pulitzer letter is dated July 28, 2003 and although no response was forth coming, about a year later the World Newspaper ceased to be a Pulitzer Newspaper.
o While my son was in prison I filed a complaint with the Oregon State Police and was given a tracking number 03018542. I talked to lieutenant Fry OSP Coos Bay, who refused to hear my complaint. I spoke to Eric Davenport of internal affairs OSP Salem, who stated he knew sergeant Smartt personally and would look into it. Mr.
o Davenport then stated my complaint would be handled by Eric Rodiguez OSP Central Point who refused to investigate my complaint. My experience with the Oregon State Police was the reason behind my certified letter to the Edward Byrne program in Salem Ore. and Washington D.C.
o The Bryne Grant letter is dated January 20, 2003 and although no response was forth coming, the South Coast Interagency Narcotics Team did not receive their federal grant. In an OSP press release, dated August 11, 2003 Eric Rodiguez promoted sergeant Smartt to Lieutenant. >SEE: squeaky wheel and passover.
o On the November 5, 2002 general election SCINT tax, the first reports were that the votes were close . Later it was reported that SCINT was losing the votes . Then it was reported that several thousand ballots were cut in such a way that portions of the resistration marks were removed and ballots were being rejected . New ballots were being printed out and employees are manually transcribing the votes to current ballots.
o On November 7, 2002 I mailed a certified letter to the Election Division and filed a complaint. Although no action was forth coming, SCINT lost the vote. >SEE: election division letters. In one of law enforcements most tightly controlled operations, two out of twenty four people got off . One man who was blind, and charged with delivery of a controlled substance, marijuana, and two other charges was acquitted . His wife who was pregnant, and facing the same charges was found not guilty .
o The states credible witness, who became the states confidential informant when the trials started, had made twenty three court appearances of her own before becoming an agent for the South Coast Interagency Narcotics Team on June 4, 1999. On November 13, 2000 S.C.I.N.T. gave their agent the money to pay for her commercial drivers license although they did not know she had been diagnosed Bi-Polar or Manic Depressive.
o Ms. Maver also had a well documented history of alcohol abuse and testified she had a problem with drugs in the past . The body wire she wore was excluded making her the only eye witness in all these cases .The South Coast Interagency Narcotics Team announced it was Ms. Mavers life on the line, and that the time took it's toll on Ms. Maver both mentally and emotionally.
o Ms. Maver and SCINT state, she had little recourse but to cope with her new life style on her own, she states, I cried a lot, I called Steve Smartt on the phone. >SEE press releaseDuring the trials it was revealed that Ms. Maver was diagnosed with Bi-Polar Manic Depressive disorder SEE: testimony D. page 130 lines 18 through 24 and testimony B. pages 55 and 56 lines 21 to 3.
o In exhibit A. William D. Dials points out that substantially after his client was indicted the Special Prosecutor Mr. Gibbon announced Ms. Maver was diagnosed Bi-Polar. Mr. Dials states that his client was a close personal friend of Ms. Maver and that Ms. Maver was diagnosed at or near the time she was acting as an agent for SCINT. o The public defenders office had to withdraw from all twenty-four cases and states, they have information that Could be used to impeach the credibility of the, States Witness, SEE: withdrawl 3. Another attorney Jeremiah J. Scannell who had to withdraw states, he has information that Can be used to impeach the credibility of the, States Confidential Informant, and he gives the case number of the divorce.
o A third attorney who also had to withdraw states he has information that Could be used to impeach the credibility of the, States Confidential Reliable Informant. >SEE: Withdrawl 3
o According to the main name index Barbara Maver had 23 court appearances before becoming an agent for SCINT.
o The three juvenile cases she was involved in have been blacked out, although one case is dated 2000. According to her SCINT contract, she became an agent on June 4 1999. >See change of address, you will notice this document is dated 2000 and gives the case numbers for her divorce, and her conviction for violation of treatment and theft 3.>See deferred, the first document is dated 1995 and is her final notice to pay on the theft conviction.
o The second document is dated 2000 and shows her child support payments are deferred. According to her ex-husband in 2002, she did not pay one dime to help support her three shildren. >See testimony B, you will notice she made quite a bit of money while acting as an agent and although she only drove a school bus for one school year, her wages were not garnished.
